[InteractiveViewer] ListView in InteractiveViewer doesn't zoom sometimes #65006

Steps to Reproduce
class MyHomePage extends StatelessWidget {

fallbackHeight: 200,

}Put 1st finger on the screen, then 2nd, and try to zoom.
Expected results:
ListView should be zoomed when 2 fingers are on the screen.
Actual results:
The scale event is not always recognized event when 2 fingers are on the screen.
