Steps to Reproduce

1. Create a long scrollable ListView with a TextField somewhere in the middle.
2. Long press the TextField to open the text selection menu. If it has enough room, it should appear above the field.
3. Scroll the field up so that the menu no longer has enough room. It should redraw itself below the field, but it stays above.
