There are a few handles exposed infuchsia.dart in dart:fuchsia. To write tests for these, it would be useful to have the ability to invoke dart fixtures. This will be enabled by the work that @gw280 is doing on shell_unittests on Fuchsia.

The intent of this issue is to track the writing of these tests.
