starting with [PR](https://github.com/flutter/flutter/projects/71#card-31632926) we are able to run safari tests locally. some tests are failing. We need to skip them before launching engine tests for safari/macos in LUCI. LUCI launch also depends on the [recipe](https://github.com/flutter/flutter/issues/46782).
