As I reported previously in #3287, waiting for a complete build takes ~2 minutes on my machine, so sometimes I just want to Attach to my Flutter app and get it running. When I Attach, the console says the code is syncing, but I found out the code only syncs if I do a Hot Restart. No Hot Reloads will work until a Hot Restart.

This issue was moved by stevemessick from flutter/flutter-intellij#3758.
