The initial Win32 embedding (flutter/engine#9835) doesn't have a resource context, so it logs the warning about degraded performance (which is an issue both because of the performance, and because the warning has traditionally caused a lot of confusion/concern among people trying it out). That will need to be added, as it was for the other desktop embeddings.
