Currently, ideographic baseline is implemented as:

         (metrics.fUnderlinePosition - metrics.fAscent) * style.height;

This appears to be incorrect and was only meant to be a stand-in that was mostly correct for most cases.

We should try to sort this out as it particularly impacts China.
