FlutterViewController should be able to take a shell rather than creating one #22369
Description
Today, a FlutterViewController will automatically create a shell to host the engine.
In an Add2App scenario, this makes it challenging to push, pop, and then repush a FlutterViewController that maintains its state.
It should be possible to tell a FlutterViewController to use a specified shell.
