Resolve PlatformViewsController's behavior with regard to refactor.

PlatformViewsController has comments and references that expect the old entanglement of a FlutterView and Flutter engine. We need to look at what this class should be within the new structure. It might also be the case that this class should be re-imagined as a component of a FlutterEngine, much like FlutterRenderer.
