Update test apps in flutter/flutter and flutter/packages to align with the modern template version for 3.47: #185953.

Note: Only retroactively discovered that the engine tooling has multiple AGP dependencies. Those AGP dependencies could have and probably should have been updated for this release. Since it only affects engine contributors, it is not important enough to CP.
