Update Warn Version to be AGP 9+ for 3.47

Update the warn threshold to AGP 9+ for the 3.47 release. Consequently, the error threshold will also be updated to just below AGP 9. This prepares developers for the next Flutter release, which will strictly require AGP 9+.
