Validate and publish release

• Run postsubmits and validate they are all passing on the Flutter Dashboard
• Push release with MPA
• Check for the new versions on the Flutter SDK Archive
• Announce the release on Discord
• Announce the release on Google internal channels
• Announce the release on flutter-announce mailing list
• Merge the changelog back to the master branch
