[web] Enable WebAssembly for latest Safari [Safari 26.0.1] #178893

The crashing issue we've seen with Safari has been fixed: https://bugs.webkit.org/show_bug.cgi?id=295799

Even though the issue we filed RE Canvas image copies has NOT been fixed (as of Nov 2025) https://bugs.webkit.org/show_bug.cgi?id=267291 – it appears that the performance of Safari + Wasm is quite good (better than Safari + JS). We will look into enabling Safari, perhaps with a version check.
We need to make sure our tests validate Safari + Wasm first, though.
