With package:analysis_server_plugin we can migrate many of our checks performed by dev/bots/analyze.dart to an analysis server plugin for the flutter/flutter repository. This is mostly mechanical work for certain checks, but will allow for errors to be caught before PRs are uploaded and cause the analyze checks to fail on CI.
