This issue tracks the work to decide on final names and land the initial, empty shell of the new material and cupertino packages in the flutter/packages repository.

Before we can move the library code or configure CI, we need to establish a home for the new packages. This task involves creating the basic package structure (pubspec.yaml, README.md, LICENSE, etc.) and, most importantly, making a final decision on the official package names.
