This issue tracks the work to configure the flutter/packages repository to support the @tool directive for Dartdoc generation.

In moving material and cupertino (#101479), we need to ensure the API documentation experience carries over. Enabling the @tool features is critical for embedding executable code snippets and, most importantly, fully interactive DartPad examples directly into the API docs.

Without this, the documentation for the new material and cupertino packages will be static and less useful, a significant regression in developer experience.
