Given that we have ample headroom now in the timeouts of Mac and Windows suites, I want to try and re-enable hot reload/restart tests on these platforms.

Tested in #171033 and ran in CI many times. No failures.

That said, let's be safe and land them one by one while keeping an eye on run times to make sure we don't come close to the timeout budget.
