Linux web_long_running_tests_{1,5}_5 are flaky #171025
Description
Both Linux web_long_running_tests_1_5 and Linux web_long_running_tests_5_5 are very flaky:

I'm moving them to bringup: true to avoid tree closures (it's closed right now as a result).
