What is happening?

Flutter's Apple development signing cert expires on 8/27/2025. The cert must be renewed for another year and the associated provisioning profile must be updated to support the new signing certificate. This cert and the associated provisioning profile are used by devicelab and chromium bots for signing build products and running tests on physical devices. If these are not renewed and deployed before the existing cert's expiry date, devicelab builds and testing on physical iOS devices will fail, causing the tree to be closed.
