Suggestion from me but feel free to agree to something different: restrict team-release to branch info issues and P0's blocking releases, and otherwise use team-infra to track issues for improvements to release process and automation or get rid of team-release entirely and use team-infra for both kinds of issues.

Let's figure out:

• Whether we want to keep both labels
• If merge them, how to differentiate (i.e. maybe a infra: release label or similar)
• What else needs updating (documentation, tooling, bug templates, triage bot which might still run in Ian's living room?)
