useMaterial3: true is redundant since it is the default.
We do not currently have plans to remove this flag, it is also not deprecated.

We should check and remove this unnecessary snippet from

• the framework
• codelabs
• sample code
• website

Where we should not remove it is where it is setting to false, or explicitly demonstrating the behavior of using it.
