[Impeller] impeller::ColorFilter is missing "effects transparent black" bit which is needed for correct color filter flooding.

If this bit is set, the output of a color filter should flood to the parent clip. We're not checking this right now and so all color filter content is treated as bounded.


We could also fix this by starting the process of combining impeller and dl filter types.
