Support iOS 18 formatting menu #150068

Use case
At WWDC 2024, Apple announced a new text input formatting menu.
Opened via the context menu Format button
Proposal
Flutter may want to support this for rich text editors.
It's not yet clear to me if there is a sufficient native API for showing the menu and receiving any button presses.
