Description

In order to land #149840 without breaking customer tests, I disabled the actual checking of the flag for hasFocusAction, and comparisons of actions in the semantics that look for SemanticsAction.focus.

This issue is a task issue to remind us to actually turn on the comparisons again once the change has landed and customer tests have been updated.
