Runs devicelab tests in Flutter CI on iOS 17 exclusively.

Impact Description
A majority of our devicelab devices are now on iOS 17. Before we can upgrade the remaining devices, stable must use iOS 17 devices. This should also improve times for the release branch since more devices will be available.
