To avoid creating a backwards incompatibility, we could add an AnimationStyle parameter to DropdownMenu and MenuStyle whose (computed) default was AnimationStyle.noAnimation. If the backwards incompatibility isn't problematic, then it would make more sense for the animation to be enabled by default on mobile, but not on desktop.
