Discovered as part of flutter/packages#6056
The way our code is currently written androidx dependencies need to exactly match for all android example apps in packages with the integration_test dependencies.

Update to the latest androidx dependencies (currently using june 2019 released code). Try to do that in a way that does not break all existing integration tests package users. Also try to accept a broader set of versions.
