Overview

This issue proposes to raise the minimum supported version of Windows from Windows 7 to Windows 10 for Flutter Desktop applications.

Steps prior to stable release

• Publish proposal to raise minimum version. Collect feedback.
• Send email to flutter-announce notifying end-of-support timeline.
• Update Windows templates (e.g. runner.exe.manifest).
• Update supported-platforms.md.
• Update release notes with new minimums.

Flutter already requires Windows 10 or later for development and includes a doctor check for this, so no flutter doctor changes are required.

Steps post stable release

• Close all Windows 7 and 8 specific issues in the issue tracker with a comment pointing to this issue and the RFC linked here.

Optional

• Eliminate Windows 7 specific workarounds in the engine. (e.g. dpi_utils.cc)
