[canvaskit] Renderer should listen to the stream of views being registered and unregistered #138926

Use case
The CanvasKit renderer should listen to the stream from the PlatformViewManager of FlutterViews being registered and deregistered in order to create and dispose of the associated Rasterizers.
Proposal
Listen for events on the onViewsChanged stream and create/destroy Rasterizers as appropriate.
