What is happening?

When downloading Xcode, DevToolsSecurity must be enabled otherwise it will error.

 Developer mode is currently disabled! Please use `sudo /usr/sbin/DevToolsSecurity -enable` to enable.

We should either automate this or make it part of setup steps.
