What is happening?

Mac_build_test flutter_gallery__transition_perf_e2e_ios fails to build on macOS 13 with the following error:

Error (Xcode): No signing certificate "iOS Development" found: No "iOS Development" signing certificate matching team ID "S8QB4VV633" with a private key was found.
