Currently the Android Devicelab tests do not run from a Windows Arm64 host. Known issues include:

• The CIPD package for the Windows Arm64 Android SDK dependency does not exist, resulting in errors like Errors: failed to resolve flutter/android/sdk/all/windows-arm64@version:33v6 (line 1): no such package: flutter/android/sdk/all/windows-arm64. The tool that generates the Android SDK CIPD package will need to be updated to create a Windows Arm64 package, or, the recipe will need to be updated to use the Windows x64 package on a Arm64 host.
