Ruby system packages do not behave in the same way for arm64 and x64 mac machines making it very difficult to maintain and prevent breakages.

A self contained ruby package was created and uploaded to cipd and has been in use for the last few quarters but it does not allow to update cocoapods to the latest version.

Creating new versions of the self contained packages requires several pre-requisites and months of effort to make it work. To mitigate this issue we need to automate the creation of self contained ruby packages.
