[Impeller] Image.toByteData throws when the app goes to background. #135245
Description
Is there an existing issue for this?

Steps to reproduce
- Download the example project
- Tap the + button and minimize the app immediately
- The error will be thrown once the Timer fires
Expected results
It wouldn't throw, just return an empty byte array or something like that
Actual results
The app throws.
