When playing with example from #134699 I noticed that sometimes FlutterView is first responder, even though there is attached TextInputPlugin.

Another issue: flutter/engine#45565, where FlutterViewWrapper becomes first responder after TextInputPlugin resigns.

As far as I can tell, the correct state should be

FlutterView being first responder if TextInputPlugin is not attached.
TextInputPlugin being first responder if attached.
