Unable to use Xcode 14.3.1 in CI on macOS 13.5 #133458

When attempting to use Xcode 14.3.1 on macOS 13.5, it has an error when attempting to install.

Xcode should be re-installed due to error Unable to parse CFBundleVersion from cipd describe output

It will be difficult to migrate to macOS 13 in CI if we can't figure out how to resolve this. It may be as simple as re-uploading a new version of Xcode 14.3.1, which also presents it's own challenges. If we re-upload, we may want to downgrade to Xcode 14.3 in CI first or upload the new version of Xcode 14.3.1 to a new directory and then allow the directory to be customizable via the .ci.yaml.
