Recent clang rolls introduced a regression in which apps would be rejected from the Apple app store: https://reviews.llvm.org/D150397#4566267 and b/294820516. Revert here: flutter/engine#44442.

This issue tracks re-enabling the roll, and unwinding this workaround for clang-tidy timeouts: #132129
