[Impeller] Memory leak with Impeller enabled on macOS (M1) #131682

Steps to reproduce
- A simple app like skeleton can be used to reproduce this:
flutter create -t skeleton skeleton - Enable Impeller in
macos/Runner/Info.plist - When running the app, to get the memory to quickly grow, just resize the window a couple of times (see screen recording below)
Expected results
Memory shouldn't grow in such a way when resizing the window
Actual results
Memory grows indefinitely when resizing the window
