Tracking issue for supporting Android Platform Views in Impeller.

Some tasks:

  • Introduce PlatformViewRenderTarget abstraction
  • Refactor code existing code and extract SurfaceTexturePlatformViewRenderTarget
  • Add an ImageReaderPlatformViewRenderTarget
  • Wire ImageReaderPlatformViewRenderTarget into GL texture
  • Wire ImageReaderPlatformViewRenderTarget into Vulkan texture
