flutter/flutter is using process only as a dev dependency, and it's relatively minimally owned within the google/ org, so it doesn't have a standard triage process, leading to things like #129543.

Originally I thought process was more heavily used, but based on recent discussion and more investigation, xdg_directories is one of our only non-dev uses. Given that, we would likely be better off replicating the necessary functionality (which shouldn't be much).
