[Impeller] Images from a package for panoramas don't render. #128329

Is there an existing issue for this?

Steps to reproduce
Install panorama package
Load 360 panoramic image
Run with skia (no problem)
run with impeller (empty screen)
Expected results
Expected the image to render with impeller too.
Actual results
image does not render with impeller engine.(empty screen)
