Currently Impeller tries to pick the smallest possible glyph atlas that all glyphs can be packed in. This may be causing more churn across frames if we're continually growing and shrinking the altas.

instead we should consider doing what skia does an allocating a large 20XX x 20XX texture. Ensuring that non color glyphs have their own atlas will lessen the memory impact of this.
