Part of the 2D scrolling proposal: flutter.dev/go/2D-Foundation

scrollable.dart has a lot going on.
In the proposal for TwoDimensionalScrollable, it needs to live alongside scrollable.
For ease of maintenance and readability, I'd like to move some of the public API out of scrollable.dart into a separate file.
