Roller PRs are not auto approved by `fluttergithubbot`

Maybe some race conditions when auto approving roller PRs in autosubmit bot.

Example:  https://github.com/flutter/engine/pull/35537, where the `autosubmit` label is added, but it's not auto approved.
