Remove forced compositing from paused/completed FadeTransition #105408
Description
To avoid pixel-snapping issues on low DPR devices, we changed the FadeTransition and other animated opacities to leave their layers in the tree when paused or inactive. After removing pixel snapping with #103909, we should revert this change to reduce the forced composited layers in customer:money's application
