SkiaPerf is reporting a large regression in timeToFirstFrameMicros and timeToFirstFrameRasterizedMicros complex_layout_ios__start_up.

The other issue is that SkiaPerf appears to be attributing the regression to the wrong commit: #103280 was a comment only change. However, it immediately follows the engine roll at #104228, and precedes and Engine roll at #104236, which are both more likely culprits.
