Fwiw flutter/flutter allows any .vscode things, so I'd be willing to add other common settings for example |

What are "recommendations"? Is it something that doesn't change their config, but causes it to pop up "this project is suggesting you use ..."? |

#53974 stopped ignoring the .vscode directory, this created a situation where people's vscode settings are prone to getting checked in or nuked.
