What's the context for the re-land? The initial change was reverted because both Removing the arm64 artifacts from Windows Host Engine(https://flutter-review.googlesource.com/c/recipes/+/42340.) will allow to reland the change. |

The duplicated artifacts were removed from Windows Host Engine in https://flutter-review.googlesource.com/c/recipes/+/42340. After the recipes change lands and is propagated it will be safe to update the
Windows windows_arm_host_enginebuild to upload the artifacts to prod.Bug: flutter/flutter#125262
