Migrate from the deprecated `fuchsia.feedback/CrashReporter::File` to `fuchsia.feedback/CrashReporter::FileReport`. `FileReport` provides a status once Feedback has finished filing the report, rather than as soon as Feedback has received the request. Bug: fxbug.dev/122421
