Configure overlay views for Hybrid Composition Android platform views to forward the hover events used for Talkback exploration to the underlying FLutter view that knows about the virtual accessibility tree, so that tapping on items that are in the overlay view will focus them for Talkback. HC portion of flutter/flutter#101887
